Which countries attract the most international visitors? The answer depends not only on the number of arrivals, but also on which year and statistical definition are being used.
This Top 100 ranking uses The Contemporary Tourist Intelligence (TCTI) Visitor Arrivals ranking, which selects the best verified or published official observation currently available for each destination. Because countries report tourism statistics on different schedules, the reference year varies across the list.

Why the #1 Position Needs Context
The TCTI ranking places Spain at #1 because it uses the best available observation for each country. Spain’s 2024 figure is 93.8 million, while the France figure used in the TCTI ranking is 93,196,419 from 2022.
That does not mean Spain was the world’s most visited country in a strict 2024 comparison.
The OECD’s Tourism Trends and Policies 2026, using UN Tourism data, reports that France was the most visited country in 2024 with 102.0 million international tourist arrivals, followed by Spain with 93.8 million, the United States with 72.4 million, Türkiye with 60.6 million and Italy with 57.7 million.
France’s OECD country profile also records 100 million inbound tourist arrivals in 2024 and 102 million in 2025.
What Does “International Tourist Arrivals” Mean?
International tourist arrivals measure tourism trips rather than unique people. A traveler who visits the same destination multiple times can therefore generate multiple arrivals.
The World Bank also warns that collection methods differ among countries. Some statistics come from border or immigration records, while others can rely on accommodation data or other tourism sources. In some cases, published figures represent visitors rather than tourists when tourist-only data are unavailable.
This makes the reporting year and statistical definition important when comparing countries.
What Readers Should Know
- Spain is #1 in the TCTI latest-available ranking, with 93.8 million arrivals recorded for 2024.
- France is #1 in the comparable 2024 OECD/UN Tourism ranking, with 102.0 million international tourist arrivals.
- The Top 100 should not be treated as one single-year dataset, because the underlying observations range from 2017 to 2025.
Conclusion
The most visited-country ranking depends heavily on methodology. A latest-available ranking can provide broad coverage across 100 destinations, but it can also combine observations from different years.
For a strict 2024 comparison, the OECD’s UN Tourism-based figures place France first, followed by Spain, the United States, Türkiye and Italy. For a broader latest-available ranking, the TCTI dataset places Spain first.
Readers should therefore check both the arrival figure and its reference year before drawing conclusions from a global tourism ranking.
